For the wicked boasts of his heart's desire. Psalm 10:3a Depravity longs for legal cultural acceptance and justifies itself in the name of tolerance, justice and human rationale.

Men will not seek after God because they think they have no need of him, their own hands are sufficient for them; they think it a thing below them to be religious and the restraints of religion will be a disparagement (criticism/disapproval/condemnation) to them.
